What maximum stay, rolling-period rule, validity and entry rules apply?

A foreign national whose stay will exceed 59 days must secure extensions of stay with the Bureau of Immigration. The Long-Stay Visitor Extension (LSVVE) is open to temporary visitors of any nationality not otherwise disqualified, during the last 30 days of a previous LSVVE or when a regular extension expires, with total extension of not more than 6 months from expiry of authorised stay. The maximum allowable stay is 36 months for visa-non-required nationals and 24 months for visa-required nationals.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

Applications are made in-country at the Bureau of Immigration (BI): the applicant submits the completed application form, attachments and passport to the frontline officer; a BI Clearance Certificate is issued if there are no derogatory records (otherwise clearance at the Verification and Certification Unit); the fees are paid; then the passport stamped with the extension of stay is claimed. The official source does not state when a stay can be changed to another status.
