The status is granted to foreigners who are in Peru, including refugee/asylum applicants, and also to persons outside Peru in internationally recognised humanitarian crises who ask to come to Peru. The Migraciones FAQ covers Venezuelan citizens in Peru who are asylum applicants, subject to the required evaluation and approval.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

Granted in-country by the Ministry of Foreign Affairs to foreigners who are in Peru (including refugee/asylum applicants), and also to persons outside Peru in internationally recognised humanitarian crises who ask to come to Peru. Per the Migraciones FAQ, for Venezuelan refugee applicants it follows an evaluation and approval process; once approved, the Ministry emails the beneficiary, who after two business days registers online through the Agencia Digital Migratoria to obtain the foreigner ID card.

What happens after the request: registration, family handling, major support and rights where officially stated?

Once the status is approved, the Ministry of Foreign Affairs e-mails the beneficiary; two business days after receiving that e-mail, the beneficiary can enter Migraciones' Agencia Digital Migratoria to start registration and issuance of the foreigner's identity card (carné de extranjería). Registration in the Central Foreigners Register (IRCE) and card issuance are done nationwide, online and free of charge. The status allows exemption from overstay fines, and the FAQ states it gives the opportunity to carry out paid activity (subordinate, autonomous or self-employed), to access contributory or subsidised health services and to access the education system. The official source does not state how family members are handled.
