What exactly is the official special programme/status and why does it exist?

The route covers foreigners entering Paraguay intending to perform lawful occasional activities under Law 6984/2022 and its regulations.

What circumstance, event, relationship, nomination, invitation or status activates access?

Access is triggered by seasonal or occasional work that requires the foreigner to stay in Paraguay - for example as a member of a public show, or as a guest invited by a public or private entity because of their art or profession - for no more than 90 days.

    La Dirección Nacional de Migraciones otorgará un carnet de Residencia Espontánea u Ocasional para aquellos extranjeros cuyas labores estacionales u ocasionales, como integrantes de espectáculos públicos, o como invitados por entes públicos o privados en razón de su arte y/o profesión, obliguen a permanecer en el país, por no más de 90 (noventa) días.

What sponsor, authority, nomination, certification, evidence or other step must occur before the status can be obtained?

Before spontaneous/occasional residence can be granted the applicant must: have a consular visa verified by the Ministry of Foreign Affairs where required; have entry recorded at a DNM migration control post (stamped entry slip or passport entry stamp); and make a sworn declaration before the DNM of the profession, activity or trade to be carried out and the temporary domicile in Paraguay.

What immigration status and rights result, how long do they last, can family be included, and what happens if the special qualifying circumstance ends?

Spontaneous or occasional residence: the carnet lasts up to 90 days, extendable for the same period within the year, and authorises the holder to carry out the lawful activity for which it was granted within that period. It is not a prerequisite for temporary residence. Minors can be included if the accompanying parent holds valid residence (spontaneous/occasional, temporary or permanent) or applies at the same time. The official source does not state what happens if the occasional activity ends early.
