What exactly is the official special programme/status and why does it exist?

What sponsor, authority, nomination, certification, evidence or other step must occur before the status can be obtained?

To be admitted on any transitory stay the foreigner must present a valid passport or identity document, hold an entry visa issued by the Ministry of Foreign Affairs where one is required, and comply with the other formalities set in regulations.

A special-case transitory stay is a form of Transitory Stay. Foreigners admitted in a transitory-stay category may remain for a set period according to the nature of their entry, up to a maximum of 90 consecutive days, extendable once at the person's request for no longer than the period previously granted, at the discretion of the National Migration Directorate. These periods are peremptory: any extension or change of category must be requested before the permitted stay expires, otherwise the fines and other sanctions in the law and its regulations apply.

    Los plazos otorgados por la Dirección Nacional de Migraciones, para la permanencia transitoria del extranjero en el territorio nacional son perentorios. En caso contrario se le aplicarán las multas y demás sanciones previstas en la presente Ley y su reglamentación.
