Can the traveller remain airside, and under what circumstances must immigration control be crossed?

Everyone entering or leaving Paraguay must present at an authorised migration control post with a valid identity document or passport (with a consular visa where required). Transport companies must not let passengers disembark at a technical stopover unless the DNM expressly authorises it, and disembarkation of excursion passengers from ships or aircraft calling at Paraguayan ports or airports requires prior DNM authorisation.

If permission is required, what permission is it, where/how is it obtained, and what core onward-travel evidence is required?

Passengers in transit are a subcategory of transitory stay. The official source does not state a separate transit permission, how it is obtained or what onward-travel evidence is required. A transitory stay can be extended before it expires, in person or online through paraguay.gov.py, with a valid identity document, a consular visa verified by the Ministry of Foreign Affairs where required, and proof of entry.
