What exact status does accumulated residence lead to?

Permanent residence in Paraguay, for a foreigner who intends to establish permanently in the country, satisfies the legal admission conditions and has completed the temporary-residence period.

What qualifying residence period is required and when does the period begin?

Temporary residence is granted for up to 2 years, extendable for the same period, and is a prerequisite for permanent residence. The change from temporary to permanent must be filed within the 3 months before the temporary-admission carnet expires; after expiry it can still be filed up to 1 month later, paying the late-stay fine.

Temporary residence is the qualifying prior status: the application requires the Temporary Residence carnet (or a theft/loss report). The Migration Law exempts from the prior temporary-residence step foreigners who can reliably demonstrate investments in Paraguay under Law No. 4986/2013.

What absence/continuity rules affect accumulation of the qualifying residence period?

Under Migration Law Art. 55, the DNM may cancel a residence for unjustified absence from the country of more than 1 year in the case of a temporary resident (more than 3 consecutive years for a permanent resident), except where the DNM has authorised the absence. The official source does not state whether shorter absences interrupt the qualifying period.

    Artículo 55.- Causales de cancelación de la residencia. La cancelación de la residencia significa la pérdida de la categoría migratoria otorgada y con ella la expiración del derecho a permanecer en el país. La Dirección Nacional de Migraciones, podrá cancelar la residencia que hubiese otorgado, cualquiera sea su antigüedad, categoría o causa de la admisión y disponer la expulsión del extranjero, por medio de resolución fundada, en los siguientes casos:

What other major conditions apply, how is the status obtained, and what renewal, document-validity, retention or loss rules matter?

The application requires, among other documents, proof of economic solvency through suitable, sufficient and verifiable documentation. The permanent carnet is definitive but must be renewed every 10 years (card renewal, not expiry of the status). If more than 1 month has passed since the temporary residence expired, only an extension of temporary residence can be requested, up to 6 months after expiry, with the late-stay fine. Permanent residents lose the status if absent for more than 3 years without justification to the DNM.
