What entry, registration or residence-document formalities remain?

Applicants must present a valid identity document from the country of origin (passport with entry stamp, identity document with proof of entry, or consular nationality certificate with proof of entry), a birth certificate, a current criminal-record certificate (from age 14) and a civil-status certificate where applicable. Documents issued abroad only need an apostille (or verifiable security codes); no further legalisation. The procedure is personal and in person.

When do permanent/long-term rights arise and what continuity, absence or retention conditions matter?

Permanent residence is available immediately, without prior temporary residence; the carnet is definitive but must be renewed every 10 years, and a Paraguayan identity card is available once the permanent carnet is obtained. Under the Migration Law, permanent residents lose that status if absent for more than 3 years without justifying the absence to the DNM.
