What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

The relationship file is built at the National Police Identification Department when applying for the Paraguayan identity card, and Migration receives an authenticated copy of that file, plus the Paraguayan identity card and the Repatriation Certificate. How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The procedure has three steps: Repatriation Certificate at SEDERREC, Paraguayan identity card at the National Police Identification Department, then the Permanent Admission carnet at the National Migration Directorate; the applicant has at most 90 days from issue of the identity card to start the Migration procedure. It gives access to permanent residence without prior temporary residence; the carnet is definitive but must be renewed every 10 years. The official source does not state the rights the family member receives.
