The retired-person PR description requires age over 55, income of at least K50,000 per year and at least five years of work in PNG, evidenced by certified documents. Applications require a valid passport, current photo, a current PNG entry permit, working knowledge of English or a PNG language, certified documentary evidence and the prescribed fee; the non-missionary long-term resident fee is USD 1,700. The general booklet requires good health and character, disclosure of criminal convictions or prosecution, and police clearance for applicants aged 16 or over intending to stay six months or more; medical evidence may be requested. General entry-permit rules require first entry within six months of issue. The six-month absence policy expressly excludes permanent-resident entry-permit holders. Passport re-evidencing requires at least six months of passport validity: on a new passport the balance of permitted stay is re-evidenced free, with an application form and original work-permit approval if applicable; an overseas mission needs Immigration Headquarters approval. 7 Permanent Residence
To be eligible For Permanent Residence, applicants must have resided lawfully in
Papua New Guinea for a minimum of five (5) years. PR applicants must fall into
one of the following descriptions.
• Chief Executive Officers of large companies with a work force of 250 em-
ployees and an annual turnover of K10 million or more. Only companies that
have been operating in Papua New Guinea for more than five years are to be
considered. As evidenced by certified documentation.
• A person who is the majority owner of a business investment in a registered
resident business for at least five years with net assets and turnover exceed-
ing K2 million and/or any property investment with a net investment in PNG
of at least K10 million. As evidenced by certified documentation.
• A person who is a skilled professional who is a medical doctor, specialist or
educationist, as evidenced by tertiary level education qualifications and at
least five years work in that professional field in PNG. This category is subject
to annual review.
• Missionaries and religious workers who have worked in Papua New Guinea
for at least five years and have access to income of not less than K25,000 per
year or who have a written guarantee of financial support from a registered
religious organisation or church.
• A retired person over 55 years of age who can demonstrate an income of at
least K50,000 per annum and has worked in PNG for at least five years. As
evidenced by certified documentation.
• The “legally married spouse” of a PNG citizen where the relationship has
been in place for at least five years. Documentary evidence must be provided;
• The child aged more than 19 years of a PNG citizen (in the case where the
child does not have PNG citizenship) where that individual is working in a
voluntary capacity at a community or social level. As evidenced by certified

Medical and Character Requirements
All applicants seeking to travel to Papua New Guinea must be of good health and
good character. A Medical Health Certificate and a local police clearance
certificate may be required on request. This will depend on the purpose and
duration of the visit (please refer to the appropriate entry category). If an
applicant has a criminal conviction, or is subject to criminal prosecution, that
information must be disclosed at the time of application. Failure to disclose this
information may result in the entry permit being refused, cancelled or deemed
void. Where additional medical documentation is required, this may consist of:
• Medical examination report obtained from an approved doctor or hospital;
• HIV tests (Pathology Report required) for applicants over 16 years of age; and
• Chest X-ray (Radiology Report) for applicants over 16 years of age.
The prescribed medical examination report form and radiology form can be
accessed on ICA website. The doctor carrying out the examination and the
radiographer carrying out the chest X-ray are required to complete and sign the
relevant forms. A police certificate must be obtained from your local police
authority for all applicants 16 years of age and over (including dependents)
intending to travel to Papua New Guinea for a period of 6 months stay or more.

Entry Permit Requirements
The holder of an Entry Permit must enter Papua New Guinea within six months
of the Entry Permit being issued. Failure to enter Papua New Guinea within six
months will render the Entry Permit invalid, and as a result, further application
will have to be made. As a matter of policy, existing entry permit holders
(excluding Permanent Resident Entry Permit Holders) must not be absent from
PNG for any period exceeding six months. Entry Permit holders that are absent
from PNG for six months or more will need to make further application for an
Entry Permit before seeking to return to PNG. In such cases, new health and
character checks will be required.

Re-evidencing of Entry Permits
Passports must be valid for six months or more to enable re-evidencing. Entry
permits will only be issued for the period of validity of the passport. Where the
validity of the entry permit extends beyond the validity of the passport, a new
entry permit will be evidenced once a new passport has been obtained. When an
applicant obtains a new passport, a new entry permit will be issued for the balance
of the period of stay free of charge.
Applicants will be required to complete an application form and provide a copy of
the original work permit approval (if applicable).
Where an Entry Permit holder is outside PNG, re-evidencing can be undertaken
by the nearest PNG Diplomatic Mission. The Missions must obtain approval from
Immigration Headquarters before re-evidencing can occur.

Entry Permit Cancellation
Entry Permits may be cancelled by the Minister for Immigration and Border
Security in accordance with Section 6 of the Migration Act 1978. Grounds for Entry
Permit Cancellation include:
• The entry permit was issued in error;
• The entry permit holder has committed a criminal offence, whether or not that
person has been convicted by a court of law;
• The entry permit holder has an association with another person who is
reasonably suspected of being involved in criminal conduct;
• The entry permit holder is suffering from a disease which presents a danger to
the community;
• The entry permit holder has breached the conditions of the entry permit – for
example working unlawfully;
• The entry permit holder is engaging in illegal business activities;
• The entry permit holder does not have the financial means to support
themselves;
• The entry permit holder’s presence in Papua New Guinea is considered to be a
risk to Papua New Guinea’s national security (e.g. terrorist suspects).
In the event an entry permit is cancelled, written notification will be provided to
the entry permit holder at their last known address. In such cases, the former
entry permit holder will be given a specified time in which to depart PNG. If the
former entry permit holder fails to depart voluntarily, they may be subject to
detention and removal.
