A Humanitarian Security Protection Permit (Permiso de Protección de Seguridad Humanitaria, PPSH) created by Decree No. 5 of 13 March 2026, issued through the National Migration Service (Ministry of Public Security) for foreign nationals in irregular status in Panama.

Foreign nationals who have stayed in the country for a period of no less than one year; if the applicant left the country during that year, they cannot have been outside Panama for more than sixty consecutive days.

The official source does not describe what happens after the application is filed. A minor can apply, with the notarised power of attorney granted by both parents or the legal guardian, together with proof of kinship and a duly authenticated or apostilled letter of responsibility. The requirements include a payment of B/.100.00 for the card and multiple visa for the permit and a certified cheque of B/.100.00 to the National Treasury for the work permit.
