Which family relationships qualify?

Qualifying applicants are foreign spouses who have married a Panamanian national and live with them in conditions of singularity, stability and continuity.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The sponsor is the Panamanian spouse; their birth certificate from the Civil Registry and a copy of their identity card (cédula) authenticated by the Civil Registry of the Electoral Tribunal are required.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

A marriage certificate from the Civil Registry and birth certificates of any Panamanian children are required; there is a marital interview, from which SNM may exempt a foreigner with two (2) Panamanian children in common.

What important financial, accommodation, insurance or maintenance responsibilities apply?

A notarised letter of responsibility and repatriation from the Panamanian spouse and a document proving the marital domicile (lease, property title or utility bill) are required. The official source does not state an income or insurance requirement.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

First a provisional residence permit (PPT-2/PPT-3); after two (2) years of the provisional permit the foreigner may apply for permanent residence (PRP-2/PRP-3) with the same documents except the criminal record certificate and the cheque. An applicant widowed or divorced during the provisional permit, with children from the marriage, may opt for permanent residence, but filing does not guarantee or oblige SNM to grant it. The official source does not state the rights during the provisional stage.
