Which family relationships qualify?

Qualifying relatives are spouses, children under eighteen (18), relatives with disabilities and dependent parents; children aged eighteen (18) to twenty-five (25) if studying regularly and economically dependent; minors under the sponsor's proven guardianship or custody; and foreign dependants adopted by a Panamanian.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

Proof of kinship is required (marriage or birth certificate, or court record of guardianship or custody); for applicants of age and under twenty-five (25), a certificate of full-time regular student status and a sworn declaration of single status; for adopted dependants, the adopter's letter of responsibility, birth certificate from the Civil Registry, authenticated copy of the adoption judgment and the adoptee's ID.

What important financial, accommodation, insurance or maintenance responsibilities apply?

The resident or national must provide a notarised letter of responsibility and repatriation and prove sufficient economic solvency by one of: an income-tax return with clearance meeting a minimum income of B/.1,000.00 per month plus B/.100.00 per dependant; an updated employment letter with pay stub or Social Security record and work permit copy; or a bank reference of not less than four medium figures.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

First a provisional permanent-residence permit (PPT-7); after two (2) years the foreigner may apply for permanent residence with the same documents except the criminal record certificate and the cheques. The official source does not state the family member's rights or independence from the sponsor.
