Is this aimed at retirees, pensioners, financially independent people, passive-income holders or another profile?

This route is for foreigners who receive a retirement pension or pension from a foreign government, international organisation or private company, who enter Panama to settle there and have sufficient means to cover their own and their dependants' living expenses.

Which types of income/assets are accepted according to the official source?

The qualifying income is a retirement pension or pension from a foreign government, international organisation or private company, certified as a lifetime pension. For a private-company pension, the applicant must also provide a letter from a foreign pension-administration, trust, mutual-fund, insurance or banking company certifying that it manages funds for the company or applicant, a certificate of existence and validity of the company granting the pension, and a payment receipt or bank statement.

What income, savings or financial-resources threshold applies and how does family affect it where officially specified?

The monthly pension must be at least B/.1,000.00 and granted for life, plus additional economic solvency of B/.250.00 per month for each dependant (additional pension or local bank reference). If the applicant has personally acquired property in Panama for more than B/.100,000.00, the pension may be a minimum of B/.750.00. Spouses may combine their amounts to reach the B/.1,000.00 minimum.

Dependent children receive a temporary permit until they turn 25, provided they prove they are pursuing full studies; they have no right to permanence or to pensioner status, except dependent children with a proven profound disability. En los casos de hijos dependientes, su permiso será temporal hasta que cumplan veinticinco (25) años siempre y cuando prueben que realizan estudios completos, no obstante, no tendrán derecho a la permanencia ni a la condición de pensionado. A excepción de aquellos hijos dependientes que sufran una discapacidad profunda comprobada.
