Which citizenship, status or regional agreement creates the person's right to move/reside?

Italian nationality, under the Treaty of Friendship, Commerce and Navigation between Panama and Italy (Law 15 of 01 February 1966; Resolution No. 4803 of 30 March 2012): the permit is granted exclusively to Italian nationals who wish to establish residence indefinitely in Panama.

Under which circumstances can the person reside: worker, self-employed, student, jobseeker, self-funded person or another recognised basis?

The applicant must document the purpose of residence (economic or professional activity): paid-up/registered share certificates, an employment contract endorsed by the Ministry of Labour with a salary not less than 850.00, and the company's Public Registry record; plus proof of sufficient economic solvency (bank certificate or last-month statement showing a balance of at least four medium figures, or other income proof acceptable to SNM).

Prueba de que el residente cuenta con la solvencia económica suficiente, la cual podrá acreditarse mediante una certificación bancaria o estado de cuenta del último mes que refleje saldo de por lo menos cuatro cifras medias u otra que demuestre sus ingresos y que sea aceptable por el Servicio Nacional de Migración.

Application to SNM with notarised power of attorney and request, three (3) photographs, certified passport copy, criminal record certificate, health certificate, certified cheque for B/.250.00 to the National Treasury, sworn personal-background form, copy of the Italian ID or residence card, and an Italian passport, citizenship certificate or navigation book stating the holder is an Italian citizen.
