Access requires certification from the foreign ministry of the country of origin or the international organisation recognising the applicant as a diplomat or member serving in Panama for a period of not less than four (4) years, proof that the diplomatic work in Panama earned special recognition from the Panamanian government, and proof of university-level higher studies or equivalent.
