Which citizenship, status or regional agreement creates the person's right to move/reside?

Not a free-movement right: a special permit based on the CARSI/MERIDA Letter of Agreement with the United States of America, regulated by Resolution No. 10931 of 06 April 2018, for personnel designated by the US Government for the aviation programme and other US-linked personnel.

What entry, registration or residence-document formalities remain?

Application with notarised power of attorney and request, three (3) photographs, certified passport copy, criminal record certificate, health certificate, sworn personal-background form, and a letter from the US Embassy specifying the personnel and the mission duration of each applicant. They are exempt from migration service fees and from any fines they may have.
