Which family relationships qualify?

The foreign spouse of a resident of the Area. The procedure's general definition of Invitee includes common-law spouses, while Part 4 lists common-law and same-sex spouses among exceptional cases the head of COGAT may examine at his discretion.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The Inviter: a resident of the Judea and Samaria area (a Palestinian listed as a resident in the Palestinian Population Register) who wants a permit for the spouse's residence; the permit is for a foreign spouse whose formalisation-of-status application was submitted and refused.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

COGAT examines and authenticates the marriage certificate and the spouses' personal documents, and examines verified evidence of the centre of living and the sincerity of the bond. An application with a counterfeit document or false declaration on a significant fact is rejected outright and the Inviter is barred from applying for a year.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

If formalization of status is refused under the political echelon's policy, the authorised COGAT official may allow special resident permits so the couple can live together without formalization. Spousal permits are issued for a maximum term of one year each time and may be extended up to an overall period not exceeding 27 months; renewal is applied for through the Palestinian Authority at least two months before expiry. The holder may work or volunteer in the Area (the permit counts as a work permit) but may not enter Israel without a separate permit; departure and return are generally via the Allenby Bridge Crossing. The procedure took effect on 20 October 2022 for a two-year pilot period, after which its continuation was to be decided.
