How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?
The application is submitted and assessed together with the primary application, subject to criminal, security and illegal-immigration considerations. A spouse holding the permit is entitled to work unless stated otherwise, and the permit is then a work permit. Relatives may reside in the Area only together with the primary permit holder and cannot enter without them; their permits expire with the primary permit. Renewal without changed circumstances may rely on a declaration re-using the original documents. The official source does not state a route to independent or longer-term status.

C. A permit under this clause enables the relatives to reside in the Area but
only along with the relative who holds the primary permit. If the relative
who holds the primary permit is not residing in the Area at the time, the
relatives will not be permitted to enter without him/her. Upon expiration of
the primary permit, the relatives' permits shall also expire.

1) The application shall be submitted together with the primary application, in
accordance with the appropriate guidelines, and it will be assessed together
with the primary application.
---
2) As a rule, once the primary application has been approved, the permit
application for the accompanying relatives will also be assessed, subject to
criminal and security considerations, considerations of preventing illegal
immigration into the Area, and all other relevant considerations as
appropriate to the circumstances.
3) Unless explicitly determined otherwise, if a spouse of a foreigner receives a
permit as an "Accompanying Relative," the spouse shall be entitled to work
while residing in the Area and the permit shall be considered a work permit.
4) When spouses request renewal of an "Accompanying Relatives" permit,
and there has been no change in their circumstances, they may attach a
declaration to the application stating that their circumstances have not
changed and that they ask that the documents they submitted with their
original application be relied upon.
