What investment option or options qualify?

What official minimum amount, tier or threshold applies to each relevant option?

Government fee: $50 for issuance of an Investor Visa (the page states no investment amount). Investment capital: under the Foreign Investment Act, the grantee (the business enterprise holding the Foreign Investment Approval Certificate) must either (1) make and maintain a foreign investment of no less than $500,000, or $5,000,000 for a hotel or other short-term lodging facility, with certification that the grantee has assets in Palau of that minimum value, or (2) maintain a work force of which at least 20% are Palauan citizens (or another percentage fixed by the Board).

How long must the investment be maintained and what continuing ownership, investment or physical-presence conditions are important?

To keep the Foreign Investment Approval Certificate valid, the grantee must maintain an office in Palau at all times, comply with all laws, keep at least one bank account in Palau with a licensed institution, not transfer any beneficial interest for one (1) year after receiving the certificate, and obtain the Board's prior written consent before transferring any 5% or greater beneficial interest.

Which family members can be included where officially stated, and what broad residence/work rights result?

The official page does not describe family rules specific to the Investor Visa. Under the general Dependent Visa, the spouse and children under 21 of a foreign national who holds a valid work permit or other type of visa in Palau may be issued a Dependent Visa; it may be issued for up to five years but, for a dependent of a non-Palauan, expires no later than the visa of the person on whom they depend. Palau visa law does not recognise common-law relationships. Any visa holder may work or conduct business activities only in accordance with the labour, foreign investment, tax and other applicable laws and regulations.
