Which citizenship, status or regional agreement creates the person's right to move/reside?

The right comes from GCC nationality under GCC "economic citizenship": GCC citizens can freely move around and reside in the Member States without restrictions. Article (8) of the 1981 Agreement listed freedom of movement, work and residence among the areas of equal treatment, and Article (3) of the Economic Agreement, 2001, provides that GCC nationals residing in any Member State receive the same treatment as its own nationals in all economic fields.

    Article (3) of the Economic Agreement, 2001, contains the most important provision concerning the economic citizenship. The said Article provides for direct implementation of the concept of fully equal treatment for all GCC nationals through according the GCC nationals residing in any Member State the same treatment accorded to its nationals without 105 differentiation or discrimination in all economic fields; that includes natural and legal nationals.

Under which circumstances can the person reside: worker, self-employed, student, jobseeker, self-funded person or another recognised basis?

Equal treatment for GCC nationals is to be achieved in ten general economic fields (listed "for example but not limited to"): movement and residence; work in private and government jobs; pension and social security; engagement in all professions and crafts; engagement in all economic, investment and service activities; real estate ownership; capital movement; tax treatment; stock ownership and formation of corporations; education, health and social services.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

Dependants of GCC citizens are granted entry visas at the borders after the validity of their passports or residence permits is checked; foreign wives arriving with their GCC husbands are granted visiting entry visas if they hold valid residence permits in their country of residence. The official source does not state the residence and work rights of family members.
