What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

This route is a residence permit on strong humanitarian grounds or special connection to Norway (utlendingsloven § 38), which can be granted even if the other conditions of the Immigration Act are not met.

Which population, circumstances or geographic group does the mechanism cover?

The permit is decided by an overall assessment. Weight may be given to whether the person is an unaccompanied minor without proper care on return, has compelling health circumstances requiring stay in Norway, faces social or humanitarian conditions on return, or has been a victim of human trafficking. In cases involving children the best interests of the child are a fundamental consideration, and children can be granted a permit even when the situation is not serious enough for an adult.

    I saker som berører barn, skal barnets beste være et grunnleggende hensyn. Barn kan gis oppholdstillatelse etter første ledd selv om situasjonen ikke har et slikt alvor at det ville blitt innvilget oppholdstillatelse til en voksen.

It is considered within the asylum case: if an asylum seeker does not meet the requirements for a residence permit as a refugee, UDI and UNE will always consider whether a permit on strong humanitarian considerations or special connection with Norway applies; requirements are stringent and an asylum seeker normally has to have a passport.

What happens after the request: registration, family handling, major support and rights where officially stated?

Where identity is in doubt, the need is temporary or other special reasons apply, the permit may be restricted so that it does not form a basis for permanent residence, does not form a basis for family members' permits under chapter 6 of the Act, cannot be renewed, or lasts less than one year.
