Which family relationships qualify?

Parents qualify when visiting their child who is a reference person under Section 40 first paragraph (a) to (c) and is resident in Norway.

A residence permit of up to nine months may be granted. The applicant must return to the home country after the visit, and immigration-control considerations are part of the assessment. The permit gives no right to work and does not form the basis for permanent residence. It cannot be renewed or extended, and a new permit can at the earliest be granted after one year's stay outside Norway. The application may be submitted after entry; the permit's duration is then counted from the date of entry.
