Which family relationships qualify?

A mother or father of a Norwegian child under 18 whom the applicant has parental responsibility for and lives permanently with has the right to a residence permit to live with the child in Norway, provided the applicant is not married to, or going to live with, the child's other parent. A mother or father of a Norwegian child under 18 who lives permanently with the other parent in Norway also has a right to a permit if the applicant has lived with the child or had contact of a certain extent in the last year abroad, has contact rights of a certain extent in Norway, and shows that contact will take place.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

The parent must document identity (a valid passport is usually valid proof) and meet one of four custody/access situations: parental responsibility for a Norwegian child living with the parent permanently; shared parental responsibility and access rights after a year with a residence permit in Norway; the child living permanently with the parent after a year with a residence permit, with the other parent in Norway having access and shared responsibility; or having lived in the same foreign country as the Norwegian child over the past year with continued access in Norway. 'Access rights' normally means at least one afternoon a week, every other weekend, two weeks during the summer holidays and Christmas or Easter.

What important financial, accommodation, insurance or maintenance responsibilities apply?

The chapter 6 income requirement (secured means of at least 3,2 times the basic amount) is waived when the reference person is a child under 18. The secured-housing requirement applies in family immigration cases only under Sections 46 to 49.
