What exact activity, role or purpose qualifies?

A residence permit for a cultural-purpose stay is granted only in some very special cases. UDI's examples are an athlete practising a sport in Norway where the stay is, as a general rule, necessary for establishing or developing the branch of sport; an established creative artist whose stay is important for their development; an established culture disseminator who spreads knowledge about Norway and Norwegian culture abroad; a volunteer under the Erasmus+ programme; and a Fulbright programme participant outside the rules for students and researchers with own funds.

What organisation, institution, religious body, charity, teacher or host must support the activity?

What proves the placement, role, affiliation, experience or cultural/religious/voluntary activity?

The applicant must provide information about the purpose of the stay; if the purpose is cultural work, documentation of previous involvement or work in culture or sport; and for Erasmus+ volunteers or interns, a confirmation from the Norwegian Directorate for Children, Youth and Family Affairs (Bufdir).

Can the person receive salary, pocket money, accommodation, meals or reimbursement? Can they undertake other work?

The applicant must have a place to live in Norway and enough money to live on, and has the right to work part-time and during holiday periods. The official source does not state whether salary, pocket money or reimbursement may be received.

How long can they stay, can they change host/activity, can family accompany, and can the status be extended?

Spouse or cohabitant and children can usually apply to live with the holder in Norway (applications made at the same time are answered together). The period on this permit does not count toward a later permanent residence permit. The official source does not state the length of stay, whether the host or activity can be changed, or whether the permit can be extended.
