For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

No visa is required for a holder of a valid travel document who also holds a valid border resident certificate and crosses the land border between Norway and Russia on the basis of that certificate.

What short-visit purposes does this route cover?

The permit lets residents living within 30 km of the Norwegian-Russian border visit the Norwegian border area (areas of Sør-Varanger municipality within about 30 kilometres of the border) as often as they wish, for up to 15 days at a time. Applicants must need to cross often, for example because of family, friends or business contacts in the border area or active participation in the cultural scene there. Holders may not work, may not travel out of the border area and must cross at Borisoglebsk-Storskog.

What maximum stay, rolling-period rule, validity and entry rules apply?

The border resident certificate is issued for up to three years, on the conditions of the 2 November 2011 Norway–Russia agreement on facilitating mutual travel for border residents (cf. Regulation (EC) 1931/2006). It entitles the holder to cross the Norwegian-Russian land border and stay in the specified border area for up to 15 days; these rights require showing a valid certificate when passing the Storskog-Borisoglebsk border crossing point.

What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

Under the agreement the applicant must hold a valid travel document; provide documentation of lawful residence in the border area for at least the three preceding years; substantiate legitimate reasons for regularly crossing the Norwegian-Russian land border under the local border traffic scheme; not be considered a threat to national security, public order or public health; and not be registered in the Schengen Information System (SIS).

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

Applications for the border resident certificate are decided by the Norwegian Consulate General in Murmansk. The official source does not state whether a stay can be extended or changed.
