What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

A family-immigration residence permit: a child (Immigration Act section 42) can be granted a residence permit when the reference person holds a permit under regulation section 8-3 (reflection period and residence permit for victims of human trafficking).

It requires that there is considered to be a serious danger to the child's safety in the home country and that the child cannot obtain protection there.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

This is not an asylum request: the child applies for a residence permit under family immigration with the parent, who must be considered a victim of human trafficking as stated in the parent's residence permit decision from UDI or the Immigration Appeals Board (UNE). If the child applies for family immigration within one year of the parent being granted a residence permit, the income requirement does not apply.
