Which family relationships qualify?

The spouse or cohabitant and dependent children of the military or civilian personnel concerned, and for personnel of the US forces also other family members as defined in SDCA article 2 no. 6.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The sponsor must be military personnel of a NATO member state (including personnel attached to an allied headquarters on duty) stationed in or taking part in exercises on Norwegian territory under the NATO SOFA of 19 June 1951, or military or civilian personnel of the US forces (and contractors attached to them) in Norway under the Supplementary Defence Cooperation Agreement between Norway and the USA of 16 April 2021 (SDCA).

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

When applying for a residence permit, a declaration from the Ministry of Defence (or another Norwegian authority) documenting status must be submitted. The official source does not state the documents required to prove the family relationship.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

These family members are exempt from the residence-permit requirement for staying more than three months without work. Family members of US-force personnel are also exempt for work connected with running military service activities and post offices (SDCA articles 21 and 22), as are the spouse/cohabitant and children of NATO military personnel. They may be granted a residence permit giving the right to work and run a business; the application can be made from within Norway; the permit does not extend beyond the reference person's service or employment in Norway and ends when it ends; it does not form a basis for permanent residence but can be renewed.
