Which family relationships qualify?

The spouse or cohabitant and dependent children of diplomats and others referred to in regulation section 1-4 first paragraph qualify.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The reference person must be a foreign national attached to a diplomatic or salaried consular mission in Norway, an employee of an intergovernmental organisation or convention body, or a contractor for such an organisation, exempted from the residence-permit requirement within the limits of international law or agreements with foreign states.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

The family member must be notified to and accepted by the Ministry of Foreign Affairs (or another Norwegian authority), and a declaration from the Ministry documenting status must be submitted with the application. The official source does not state the documents needed to prove the family relationship itself.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Family members are exempt from the residence-permit requirement for staying more than three months without taking work. A residence permit giving the right to work and run a business can be granted (and must be granted where an agreement with a foreign state requires it). The application can be made from within Norway. The permit does not extend beyond the reference person's employment at the mission or organisation and ends when it ends; it does not form a basis for permanent residence but can be renewed.
