Which citizenship, status or regional agreement creates the person's right to move/reside?

Citizenship of a country covered by the EEA Agreement (EEA nationals) brings the person under the EEA rules of the Immigration Act (chapter 13); the rules also apply to nationals covered by the EFTA Convention, and "EEA nationals" includes EFTA nationals.

Under which circumstances can the person reside: worker, self-employed, student, jobseeker, self-funded person or another recognised basis?

An EEA national has a right of residence beyond three months as long as they are enrolled at an approved educational institution, provided the main purpose of the stay is education (including vocational training), they are covered by sickness insurance covering all risks during the stay, and they declare that they have sufficient funds to support themselves and any family members.

What entry, registration or residence-document formalities remain?

An EEA national staying more than three months must register; the deadline is three months from the date of entry, and a registration certificate is issued immediately when the documentation is presented. Besides a valid ID card or passport, a student may be asked for confirmation of enrolment at an approved educational institution, sickness insurance and a declaration of sufficient funds to support themselves and any family members.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

For an EEA student, the spouse, cohabitant or dependent child under 21 who accompanies or joins them has the right to reside in Norway as long as the student's right of residence lasts; this applies also to family members who are not EEA nationals. A non-EEA family member staying more than three months must obtain a residence card (application deadline three months from entry).

When do permanent/long-term rights arise and what continuity, absence or retention conditions matter?

An EEA national who has had continuous lawful residence in Norway for five years under sections 112 and 113 acquires a permanent right of residence; temporary absence is allowed in certain circumstances without breaking continuity; the permanent right exists regardless of whether the residence conditions are still met, and lapses if the holder stays outside Norway for more than two consecutive years.
