What exact activity, role or purpose qualifies?

The qualifying activity is working as an employee of an established organisation whose purpose is non-profit (idealistic) or humanitarian activity, or as an employee, including a religious preacher, of an established organisation whose purpose is religious activity.

What organisation, institution, religious body, charity, teacher or host must support the activity?

The host must be an established organisation whose purpose is non-profit (idealistic), humanitarian or religious activity. The host's need for foreign labour must be considered necessary for its activity, or its activity in Norway must be part of an international exchange programme.

How long can they stay, can they change host/activity, can family accompany, and can the status be extended?

A residence permit can be granted for a total of four years and does not form a basis for permanent residence. Close family members (under Immigration Act sections 40 to 42) may be granted residence when the reference person has a permit under section 6-23.
