For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

This route is for visa-required foreign nationals who arrive at passport control without a valid visa: where unforeseen and compelling reasons justify it, they may be issued a Schengen visa at the border if the conditions for issuing a visa under section 10 of the Immigration Act are met.

What short-visit purposes does this route cover?

Beyond unforeseen and compelling reasons, a border visa can also be issued on special reasonableness grounds when the conditions for a national visa (section 11) or an entry visa for a person granted a residence permit (section 12, regulation section 3-13 first paragraph) are met; visa-required crew leaving their posts on a ship in a Norwegian port can be given a visa at the border.

What maximum stay, rolling-period rule, validity and entry rules apply?

A Schengen visa is issued for a stay of fixed duration of up to 90 days in any 180-day period; UDI may issue guidelines on border visas, including rules on their duration.

What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

The traveller must contact border control on arrival, pay an application fee and fill in the visitor visa application form, and must have a passport valid for at least three months after the end of the visit and issued within the last ten years, valid travel insurance, and enough money for the stay and return journey, normally NOK 500 for each day in Norway (or a financial guarantee from someone living in Norway). The person must not be subject to an entry ban to Norway or Schengen, and a traveller under 18 needs both parents (or other responsible persons) to sign the application.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

Emergency visas under section 3-18, and extended visas or visas for re-entry under section 3-19, are issued by the police. A visa can be extended during the stay to a total of 90 days when unforeseen circumstances, humanitarian considerations or weighty business or personal reasons justify it, as a rule only on information that did not exist when the visa was issued, and provided the conditions for granting the visa are still met.
