Which family relationships qualify?

A permit may be granted at the authorities' discretion to an applicant covered by the spouse, cohabitant or child provisions of the Immigration Act (§ 40 to § 42) when the sponsor has or obtains one of the permits listed in the regulation, including a student permit under Regulations § 6-19.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The sponsor must hold or obtain a student permit under Regulations § 6-19 (first and third paragraphs) — a permit that cannot form the basis for permanent residence.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

For counting the prior cohabitation period: cohabitation spent in Norway counts only if both partners had lawful residence, and no cohabitation time accrues while either partner is married to someone else, except where there is a final separation decision. The official source does not state the documents needed to prove the cohabitation.

What important financial, accommodation, insurance or maintenance responsibilities apply?

The general family-immigration income requirement is secured means of at least 3,2 times the National Insurance basic amount, but where the sponsor is taking higher education (university or university college) an exception may be made from the income rules (§ 10-8 to § 10-10).

The cohabitant's permit falls under the Immigration Regulations provision for the closest family members of a foreigner whose residence permit cannot form the basis for a permanent residence permit, which expressly includes students. A cohabitant holding this permit with a student reference person can be given the right to full-time work, even though the student's own right to work is limited. The sponsor must have at least one year left of studies in Norway. The official source does not state the permit duration, renewal or a path to independent or permanent status.
