Which family relationships qualify?

Cohabiting partner: a right to a permit for an applicant who has lived in a stable, established cohabitation for at least two years with the sponsor and intends to continue living together; without two years' cohabitation, where the couple have a child together (right) or are expecting a child (discretionary). Both must be over 18 (subject to the 24-year rule) and neither may be married, unless there have been lasting obstacles to meeting that condition.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

For counting the prior cohabitation period: cohabitation spent in Norway counts only if both partners had lawful residence, and no cohabitation time accrues while either partner is married to someone else, except where there is a final separation decision. The official source does not state the documents needed to prove the cohabitation.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

A cohabitant with a permit under the cohabitation rule is, on application, granted a new permit on an independent basis if the cohabitation ended because of the sponsor's death (unless special reasons weigh against it) or if it ended and there is reason to believe the foreign national or children were abused. A cohabitant who has a child in common with the sponsor may be granted a permit for three or five years under UDI guidelines. The official source does not state the application process, work rights or the general permit duration for cohabitants without a common child.
