Which citizenship, status or regional agreement creates the person's right to move/reside?

The right derives from the EEA free-movement rules in the Norwegian Immigration Act: family members of an EEA national are covered while they accompany or join the EEA national, and a direct descendant of the EEA national (or of the EEA national's spouse or cohabitant) under 21 is a family member.

What entry, registration or residence-document formalities remain?

A non-EEA family member staying more than three months must obtain a residence card (oppholdskort); the application deadline is three months from the date of entry, and a certificate that the application was lodged is issued at once. The application must include a valid passport, a document attesting the family relationship, the EEA national's registration certificate, and proof of dependency where family-member status depends on being supported. The application is decided within six months; the card is valid for five years (or the EEA national's shorter period of residence) and, absent special reasons, lapses on stays outside Norway of more than six months per year.

When do permanent/long-term rights arise and what continuity, absence or retention conditions matter?

A non-EEA family member who has lived with the EEA national and had five years' continuous lawful residence in Norway under the EEA rules acquires a permanent right of residence (varig oppholdsrett), which exists regardless of whether the residence conditions are still met and is lost after absence from Norway for more than two consecutive years. Absences do not break continuity when under six months in a twelve-month period, or up to twelve months for reasons such as pregnancy, childbirth, serious illness, research, studies or vocational training, or posting to another EEA or third country, or for military or civilian service. It is a right of residence, not a visa.
