Which family relationships qualify?

A permit may be granted to full siblings under 18 who have no parents and no other carer in the home country or country of residence.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The applicant must have the qualifying tie to a reference person as described in Act § 40 first paragraph. The reference person must be a Norwegian or Nordic citizen who is resident or will settle in Norway (Act § 40 first paragraph letter a).

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

The applicant must document that they are the sibling of the brother or sister in Norway; a birth certificate is usually accepted, and in some cases UDI will ask both siblings to take a DNA test to confirm the relationship. Identity must also be documented, usually with a valid passport.

What important financial, accommodation, insurance or maintenance responsibilities apply?

The sibling in Norway must be suitable as a carer, and a statement on this must be provided by the child welfare service of the municipality where the reference person lives. The reference person must show secured future means of at least 3,2 times the National Insurance basic amount (grunnbeløpet) for the period applied for (employment income, specified benefits or pensions, fixed periodic payments, student loans or grants, or a combination) and registered income of at least 3,2 times the basic amount in the latest tax assessment or previous year. The future-income requirement is waived where the applicant is a child under 15 without carers in the home country. As these permits fall under Act § 49 (family immigration in other cases), secured housing is required: the applicant must have a house, flat, bedsit or similar that meets public requirements.

A first-time residence permit must be granted before entry into Norway.
