Which citizenship, status or regional agreement creates the person's right to move/reside?

British citizenship combined with the Brexit transitional rules: British citizens in the situation of § 19-34 (frontier workers) at the end of 31 December 2020 have, on application, a right to a residence permit.

Under which circumstances can the person reside: worker, self-employed, student, jobseeker, self-funded person or another recognised basis?

The person must have been an employee or self-employed person in Norway at the end of 31 December 2020 without being resident in Norway, and must continue that activity after 31 December 2020.

What entry, registration or residence-document formalities remain?

A residence permit must be applied for; § 19-33 third to sixth paragraphs apply correspondingly, and § 19-33 requires the application to be submitted by 31 December 2021. No fee is charged for application and renewal.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

For a family member of such a frontier worker, § 19-33 second paragraph applies correspondingly: a family member (Immigration Act § 110) with a right of residence in Norway under § 111, § 113 or § 114 at the end of 31 December 2020 who continues to live here has, on application, a right to a residence permit if the conditions of § 113 or § 114 are met.

When do permanent/long-term rights arise and what continuity, absence or retention conditions matter?

The permit is granted for up to one year at a time and can be renewed; it does not form a basis for permanent residence. A holder is entitled, on application, to a residence permit under § 19-33 if its conditions are met.
