For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

Article 79 of the available Rason Economic and Trade Zone Law copy states that foreigners may enter, leave, stay or reside in the Zone through the designated route without a visa on presentation of a passport or equivalent pass. The older 1994 stay regulation separately requires stay registration; present-day border operation and the current force of the historical instruments remain unconfirmed.
