Entry requires a national passport (or equivalent travel document) with a Nigerien visa and an international vaccination certificate, plus a repatriation guarantee: a named return or circular ticket valid one year, a treasury deposit receipt at least equal to a return ticket, or a bank guarantee of repatriation.

    Art. 2. - Tout étranger doit, pour pénétrer au Niger, être porteur d'un passeport national, ou document de voyage en tenant lieu et revêtu d'un visa nigérien. Il doit également, être porteur d'un certificat de vaccination international. Un arrêté conjoint des ministres chargés de l'intérieur et de la santé publique, déterminera les conditions de délivrance de ce certificat. L'étranger doit en outre garantir son rapatriement par la production de l'une des pièces suivantes : 1. un billet de transport circulaire ou aller et retour nominatif, incessible et non négociable, valable un an ; 2. un reçu de versement d'une consignation, délivré par les services du trésor du pays d'origine, dont le montant sera supérieur ou égal à la valeur d'un billet de transport retour ; 3. l'attestation d'un établissement bancaire, agréé par l'État d'origine garantissant le rapatriement de l'intéressé, au cas où il ne serait pas en mesure d'en assumer lui-même les frais.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

The visa may exceptionally be granted at the border post (airport) on the Interior Minister's authorisation. The applicant's correspondent files the requests with passport copies at the Ministry of Foreign Affairs, which forwards them to the Presidency and the Interior Ministry; after DGDSE review and no objection, a favourable opinion for an entry visa by the DST is noted, and the applicant then presents this authorisation at the DST for the remaining formalities. The official source does not state whether a stay can be extended or changed.
