Which citizenship, status or regional agreement creates the person's right to move/reside?

A declaration of the college of Heads of State of the Confederation of Sahel States (AES), published on 14 December 2024 and signed by the sitting president Assimi Goita of Mali, records the decision of the presidents of Burkina Faso, Mali and Niger that ECOWAS (CEDEAO) nationals do not need a visa to enter, reside or carry out activities in the Confederation space.

What entry, registration or residence-document formalities remain?

AES member states reserve the right, in accordance with their laws and regulations, to refuse entry to any ECOWAS national who falls within the category of inadmissible immigrants. Private vehicles registered in an ECOWAS member state may enter an AES member state in accordance with the texts in force, as may commercial passenger vehicles registered in an ECOWAS member state. The official source does not state any registration or residence-document formality after entry into Niger.
