Foreign residents holding a residence permit must demonstrate sufficient economic resources to support themselves and their family unit; the criteria for sufficiency are to be set by the Regulation. Limits of the record
  • No minimum amount or threshold, accommodation or health-insurance requirement is stated in the captured texts for this subcategory.
  • The texts do not say whether the solvency showing is made by the principal immigrant/investor or by the included family member; the notarized maintenance declaration of Reg. art. 69 belongs to temporary-residence economic dependants and is not applied here.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Applications are made through the DGME; permanent residence is grantable from three months to five years, renewable. Card conditions distinguish work rights from no-work and study conditions, so family residence does not by itself mean unrestricted employment. Independent residence requires meeting another category's requirements.
