What exact activity, role or purpose qualifies?

The person comes to New Zealand as a dance and music examiner from a recognised international teaching institution, to carry out exams.

What organisation, institution, religious body, charity, teacher or host must support the activity?

The host is a recognised international teaching institution. If there is a job offer, the employer completes the Employer Supplementary Form (INZ 1113), unless the examiner has a written invitation.
