What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

This is a resident family-reunification visa for relatives sponsored by a person who entered New Zealand as a refugee or protected person.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

It is not a direct application: the family member in New Zealand must register as a sponsor (currently only tier 1 registrations are accepted; tier 2 registrations are returned); if the sponsor's registration is selected from a Refugee Family Support Category queue, Immigration New Zealand may invite the relative to apply for residence, and the invited person has 12 months to send the application.

What happens after the request: registration, family handling, major support and rights where officially stated?

After invitation, processing may take up to 12 months; the sponsor must arrange suitable accommodation for arrival and keep meeting the family's accommodation needs for their first 2 years in New Zealand; a partner and dependent children can be included only if they were included in the sponsor's registration, and no evidence is needed until the invitation to apply.

Which competent authority, UN body or official assistance channel should the person use?

The competent authority is Immigration New Zealand, which invites applicants to apply for residence and sends a letter listing the information needed; settlement service providers (for example Safer Ashburton/Mid-Canterbury, Kāhui Tū Kaha in Auckland and New Zealand Red Cross in several cities) help families with accommodation plans.
