What circumstance, event, relationship, nomination, invitation or status activates access?

Access depends on being a Pitcairn Islander who has a British passport or is eligible for one. Someone arriving without a British passport may be given a certificate of identity and a 6-week visitor visa, and advised to get a British passport. To come for medical treatment, the person must be sponsored by the Pitcairn Island authorities, with a letter from the Pitcairn Island administration officer confirming those authorities will cover expenses, including the return home.
