Which family relationships qualify?

The qualifying applicant is the partner of someone holding an MFAT-funded New Zealand Scholarship Visa; partners of certain short-term training or officials' English scholarships are excluded.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The visa lasts the same duration as the partner's student visa; no job offer is needed, the holder can do any legal work anywhere in New Zealand and travel in and out. Dependent children cannot be included but can apply for visas based on their relationship to the holder. After the partner completes the scholarship, the holder is not eligible for another temporary visa (except a short-term visitor visa) for 2 years without written MFAT approval.
