Which specific population, role, circumstance or historical/legal situation does it cover?

It covers domestic workers aged 18 or older who work for diplomatic, consular or official staff posted in New Zealand, and who are employed only for domestic work (for example as a cook, nanny, driver or gardener). It does not cover administrative or technical roles. People already in New Zealand on a working holiday visa cannot apply.

What sponsor, authority, nomination, certification, evidence or other step must occur before the status can be obtained?

The employer and New Zealand's Ministry of Foreign Affairs and Trade must support the application. The employer must complete a Statement of Undertaking agreeing to employ the worker only for domestic work and to pay for accommodation, living costs and return home. The worker must provide a signed Declaration of Acceptance of the employment conditions, which the employer must explain. INZ checks with MFAT's Protocol Division that the employer is allowed to bring domestic staff and that MFAT does not object.

What immigration status and rights result, how long do they last, can family be included, and what happens if the special qualifying circumstance ends?

The work visa lasts for the same duration as the employer's diplomatic, consular or official visa. The official source does not state whether family members can be included or what happens if the employment ends.
