What entry, registration or residence-document formalities remain?

The visa can only be applied for on arrival. Travellers complete an arrival card with questions about character and intentions; on arrival INZ checks it and, if Australian citizenship or permanent residence and good character are confirmed, gives a New Zealand resident visa with no immigration fees. Australian permanent residents must hold an NZeTA before travel (without paying the IVL); Australian citizens need neither.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

The Australian Resident Visa page itself says nothing about family members. A partner of a person with New Zealand residence through an Australian passport, Australian residence or a resident return visa can apply for the Partner of a New Zealander Resident Visa. The Australian partner must live in New Zealand, and the couple must have lived together in a genuine and stable relationship for at least 12 months. That visa lets the partner live, work and study in New Zealand indefinitely and include dependent children aged 24 or younger.
