What exactly is the official special programme/status and why does it exist?

A long-stay visa (VLS) or long-stay visa equivalent to a residence permit (VLS/TS) expressly stating its validity in New Caledonia, applied for before arrival (at a consulate, or at the prefecture/State representation if resident in metropolitan France or another overseas territory). It exists because, under article L.446-5 of the CESEDA, residence permits issued outside New Caledonia do not confer the right to stay in New Caledonia.

It is advised to apply for the long-stay visa at least 3 months before the planned arrival, attaching supporting documents according to the purpose and length of stay (accommodation, resources, medical and hospital insurance, repatriation guarantee, proof of the nature of the stay); e.g. for work, an employment contract to obtain a work authorisation from the Government of New Caledonia before arrival; for studies, an enrolment certificate, internship agreement or EU-programme attestation; for a visitor stay, an attestation of no professional activity.

What immigration status and rights result, how long do they last, can family be included, and what happens if the special qualifying circumstance ends?

Within 2 months of arrival in New Caledonia (or at the latest when the visa expires), the holder must apply to the High Commission services for a residence permit valid in New Caledonia. The official source does not state the type or length of the resulting residence permit, whether family members can be included, or what happens if the qualifying circumstance ends.
