Which family relationships qualify?

Spouse of an EU citizen; direct ascendant or descendant of an EU citizen or of the citizen's spouse; other family members or partners of an EU citizen (e.g. dependants, household members, seriously ill relatives, partners and cohabitants).

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The EU citizen who hosts the family member (the 'accueillant'), who must prove his or her own right of residence according to the category he or she falls under.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

Spouse/ascendant/descendant: marriage certificate extract or birth certificate extract showing filiation at the time of application. Other family members/partners: civil-status and family-situation documents (birth extract, PACS, cohabitation certificate); partners and cohabitants must prove shared life (partnership at least 1 year; cohabitation at least 5 years) with documents addressed jointly to the couple and a declaration of shared life.

What important financial, accommodation, insurance or maintenance responsibilities apply?

For dependent direct descendants and ascendants: proof that the host has sufficient resources to support them; for dependent, household or seriously ill family members: proof of material and financial support by the host in the country of origin; all applicants: up-to-date health cover.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The family member applies to the High Commission services for a 'Citoyen UE - membre de famille - Toutes activités professionnelles' card of the same duration as the EU citizen's card; a non-EU family member must apply within 3 months of entry. The card does not allow salaried activity without authorisation from the Government of New Caledonia. Non-EU family members may later obtain the permanent-residence card valid 10 years. If the family situation changes, proof of retained right is required (e.g. death certificate, divorce judgment, children's schooling certificate, own resources).
