What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

A temporary humanitarian (temporary regular, type I) residence permit for people without a residence permit who are victims of, or threatened with, honour-based or domestic violence and whose relationship or family bond has ended as a result; it is valid for 1 year.

Which population, circumstances or geographic group does the mechanism cover?

People without a residence permit, meeting the general requirements and not qualifying for another permit, who are victims of or threatened with domestic violence that is not honour-related, that has led to the breakdown of the marriage or relationship (not required if under 18), and that will not stop if they go to live in their country of origin. Those who already hold a family-based permit apply instead for a non-temporary humanitarian permit.

A written application sent by post with the form "Application for the purpose of residence 'temporary humanitarian' (foreign national)" (7526); the application is free of charge.

What happens after the request: registration, family handling, major support and rights where officially stated?

The IND must decide within 90 days (extendable, e.g. if incomplete). A positive decision gives a residence permit; a negative decision can be objected to. With the permit the holder is free to work without a work permit (TWV); after 1 year it can be changed to a non-temporary humanitarian permit, and after 5 years on that permit a permanent residence permit can be applied for. The official source does not state how family members are handled or what support is given during the procedure.
