Is this for a founder, startup entrepreneur, self-employed person, freelancer, company owner or another business profile?

This route is for a self-employed person starting a business in the Netherlands whose work is of essential interest to the Dutch economy. This includes freelancers, who have no boss and accept separate commissions and must have one or more commissions in the Netherlands.

What must actually exist or be demonstrated: business plan, company, innovation, clients, contracts, economic activity, job creation or other substance?

The product or service must be new to the Netherlands and of essential interest to the Dutch economy. The IND asks the Netherlands Enterprise Agency (RVO) for advice, and RVO scores 3 areas: personal experience, business plan and added value for the Netherlands. The applicant needs at least 30 points in each area, or 45 points for personal experience plus 45 for the business plan. The applicant must also be registered in the Chamber of Commerce Trade Register and hold all the permits needed for the profession.

What investment, capital, income, revenue, funding or viability evidence is central to this pathway?

The applicant must meet the income requirements, and the business plan must show this. The business plan is also one of the areas RVO scores. The official source does not state an income amount or an investment minimum.

The holder may work self-employed. Work as an employee is allowed only if the employer has a work permit (TWV). Family members may work without a TWV. After 5 years of work in the Netherlands, no TWV is needed any more.

What approval/application sequence applies, how long is the status granted, how is it renewed, and what longer-term residence direction is officially stated?

An MVV is needed: the MVV and the residence permit are applied for together at a Dutch embassy or consulate. The fee is €423,00. The IND decides within 90 days and can extend this by up to 6 months when it asks RVO or OCW for advice. The permit is valid for up to 2 years and can be extended. After 5 years, a permanent residence permit can be requested.
